Since the fountains come to life only during the evening it would be wise to plan the trip during afternoons. Visit the vast reservoir first and visit the water treatment plant right after if you are curious or head to the gardens for a picnic until the evening for the light and fountain show. Entry to the water treatment plant needs prior approval from the authorities.

I was here with my family and everyone, especially my Dad, enjoyed the colorful lights and the fountains the most! We went by driving our own car. As per my knowledge there is public transport available.
